An Eligible Individual of any age – children, transition-aged youth, and adults – can open an ABLE account at any time if the disability exists at the time an account is opened, and the onset of the disability was prior to the individual's 26th birthday (increasing to 46 on Jan 1, 2026). An individual not receiving SSI or Social Security Disability Insurance (SSDI) can also enjoy tax-free growth with an ABLE account.

An Eligible Individual is one who:

  • Is blind or disabled before the age of 26 (increasing to 46 on Jan 1, 2026) and is entitled to SSI or SSDI benefits;

  • Has a certification from a physician indicating that he/she has a marked or severe functional limitation that was diagnosed before the age of 26 (increasing to 46 on Jan 1, 2026), which is expected to result in death or has lasted or can be expected to last for a continuous period of not less than 12 months, or is blind.
